Stephanie Joyce is a partner in the communications, technology & mobile group. She has an extensive background in business and consumer protection litigation within the telecommunications space. In addition, she provides transactional and regulatory counsel to her clients, including a major provider of wholesale and retail VoIP service, and is experienced in negotiating contracts for the provision of backbone and content services. Stephanie also assists a client in the data analytics industry with transactions and licensing matters.

Stephanie also represents telecommunications clients before the Federal Communication Commission and State Commissions, as well as before Congress, where she advocates procompetitive broadband and privacy legislation. She has served as counsel to several competitive carriers in federal appeals of FCC orders, including the Triennial Review Order, the CPNI Order, the Calls Order, and the Universal Service VoIP Order.

Previous Work

Prior to joining Arent Fox, Stephanie was Of Counsel at a large AmLaw 100 firm. In her previous positions, she gained considerable litigation experience in the telecommunications industry, most notably on such antitrust matters as the government’s suit against Microsoft, the Internet Domain Name Registry, and by serving as plaintiffs counsel in a case alleging price fixing in the commercial real estate market.

Stephanie is a member of Federal Communications Bar Association.

Life Beyond the Law

Stephanie is conversational in Dutch and Russian. She is an avid amateur dancer, and teaches Zumba® and group fitness classes.

Summary of FCC Open Internet Order

Somewhat sooner than expected, the Federal Communications Commission (FCC) released the full text of the Open Internet Order, voted February 26, 2015, on March 12, 2015. The Order is available here.

The document, which is 290 pages long excluding addenda and Commissioner statements, comprises three separate types of agency decisions summarized as follows:

FCC Reclassifies Broadband Internet Access as Telecom Service and Passes Rules

On February 26, 2015, the Federal Communications Commission (FCC) approved, by an expected 3-to-2 vote, an order adopting, for the second time, rules to ensure an Open Internet. As we wrote last summer, the FCC recommenced its consideration of Open Internet rules after its previous order was vacated by the DC Circuit in January 2014 in Verizon v. FCC, No. 11-1355.
